Education for intercultural relations and active citizenship is included in legislation and curriculums on different levels of education systems within European Union (EU) and Council of Europe member states. Yet, findings of the study conducted by the Council of Europe on education policies for democratic citizenship show that the basic problem lies in unsuitability of legislation, education policies and school practices, as well as in inefficient implementation of education policies into practice. As these finding also apply to the situation in Slovenia, they present the first research challenge. The second challenge is theoretical complexity and contradictoriness encountered in practice when dealing with issues of assuring equality and unity, acceptance, inclusion and respect of multicultural dynamics in Slovenia and other EU member states. The third research challenge is multicultural education, which has a long tradition in the EU member states and United States, but has been neglected in Slovenia to date. The fourth research challenge is presentation of intercultural competences as one of the eight key competences that are, according to the European Commission, required for successful inclusion into modern societies, and development of necessary measures for their integration into school curriculums and education programmes in Slovenia.
